Deleting Access Levels

Error message when removing access levels:

You cannot delete the view access level '8:Access Level YSIT' because it is being used by content.
I deleted the article / menu item / user / group (sequential order) and still was not able to remove the access level.

I have a web developer that created this site for me and when running him by the issue, he said "It's a known issue".

I am def not a web guy but maybe there is some information that I can forward to my developer?
